Oregon has been a pioneer in land use planning and Metro has created a unique concept of “urban and rural reserves” to guide development into the mid-21st century. Metro needs to be a gatekeeper, not a control agent, to ensure that common values and standards are observed so the economies in all regions have opportunities to thrive and that housing problems are solved on regional basis. Metro needs to ensure that no one area is the sole beneficiary of development nor bears a disproportionate burden to house our growing population. I will provide a balanced perspective for all jurisdictions, including rural areas and community scale farming resources.
